Applying for a Canadian visa, study permit, or work permit can be a stressful process, especially if your application is refused. Until now, many applicants were left wondering why their application was rejected, with little clarity from Immigration, Refugees and Citizenship Canada (IRCC).
But things are changing.
Starting July 29, 2025, IRCC has introduced officer decision notes for certain refused applications, offering greater transparency into the refusal reasons. This is a major step toward helping applicants understand IRCC’s decisions—and potentially improve their chances in future applications.

Which Applications Will Now Include Officer Decision Notes?
Currently, the new officer decision notes are only available for temporary resident applications, including:
✅ Visitor visas (TRVs) – Excluding eTAs and Temporary Resident Permits (TRPs)
✅ Visitor record extensions
✅ Study permits
✅ Work permits
Note: Applicants who applied through the IRCC Portal will not receive these notes yet, but IRCC plans to expand this feature to more application types in the future.
How Will You Receive These Refusal Notes?
If your application is refused, IRCC will automatically include the officer’s decision notes in your refusal letter—you don’t need to request them separately.
However, IRCC may omit certain details in the notes for security or privacy reasons.
What If You Need Even More Details?
While the new officer notes provide helpful insights, some applicants may want deeper information about their refusal. That’s where GCMS notes come in.
What Are GCMS Notes?
GCMS (Global Case Management System) notes are IRCC’s internal records of your application. They include:
Application status updates
Officer comments and concerns
Detailed processing notes
Potential red flags that led to refusal
Unlike the new officer decision notes, you must request GCMS notes separately through an Access to Information and Privacy (ATIP) request.
Who Can Request GCMS Notes?
Canadian citizens & permanent residents
Anyone physically inside Canada
Applicants outside Canada (must use an authorized representative)
When Should You Request GCMS Notes?
You can request them as soon as your application passes the R-10 completeness check (meaning IRCC has confirmed all documents were submitted). However, waiting until processing begins (or after a refusal) will provide more detailed insights.
How to Request GCMS Notes
Gather your application details (UCI, application number, full name, etc.)
Submit an ATIP request (online or by mail)
Pay the $5 fee (if applying online or via cheque/money order for mailed requests)
